“欧洲主义”及其关于安全问题的解决路径

摘　　要：安全研究有两大主要分支——"美国主义"和"欧洲主义"。"欧洲主义"重视安全威胁的国内因素和社会学视角,其对社会安全问题的重视又被称作"国际政治社会学",也由于其对"美国主义"的"背叛"而被统称为"批判安全研究"。"欧洲主义"主要有三大理论分支:威尔士学派、哥本哈根学派和巴黎学派。"欧洲主义"的三大学派继承了欧洲的批判研究传统,汲取了欧洲社会学思想,在安全研究的本体论、认识论和方法论上实现了对美国主义的超越。它们基于传统安全研究的局限对主流的安全含义进行了深化、拓宽和延伸,然而三大学派关于安全的基本观点在某些方面存在着差异,甚至是根本对立的。正是这种"对立"式的学术争鸣才使"欧洲主义"的影响越来越大,并与"美国主义"分庭抗礼。"欧洲主义"对中国的安全研究也产生了较大影响,尤其是安全化理论受到了我国学者的青睐。"欧洲主义"安全研究的发展与成功给我国的本土化安全研究一个重要的启示,即学术研究要有敢于批判和辩论的学术环境,这样才能推动安全研究的发展和繁荣。Two principal schools exist in security studies,that is, 'Americanism' and 'Europeanism'. 'Europeanism' puts an emphasis on the domestic and sociological perspectives of threats,which is referred to as ' International Political Sociology' because of its attention to social security and as 'Critical Security Studies' because of its 'betrayal' to ' Americanism'. 'Europeanism' is consisted of three theoretical branches,all of which have inherited the tradition of critical research in Europe,absorbed the ideas of European Sociology and transcended Americanism in relation to the ontology,epistemology and methodology of security studies.Based on the limitations of traditional security studies,they have deepened,enlarged and extended the mainstream contents of security.However,divergences and even fundamentally opposite opinions exist among the three branches as to some of their basic views towards security. ' Europeanism',especially the theory of securitization,has shed great insights on the security studies in China.
