摘  要:目的:研究政府科技投入对医药企业研发投入的门槛效应,并测算出政府科技投入最优规模,为提高医药企业技术创新提供政策建议。方法:运用2000-2013年26个省市医药制造业的面板数据建立门槛回归模型。结果:政府科技投入对医药企业研发投入具有门槛效应,随着政府科技投入强度的增加,医药企业研发投入强度呈现出先增大后减小的趋势,政府科技投入的最优规模区间为(12.08%,17.27%)。结论:应从整体上继续加大对医药企业技术创新的投入,并将政府科技投入控制在合理范围内,既充分发挥资助效率又防止资源浪费,最大程度激励医药企业技术创新。Objectives: To analyze the threshold effect of government subsidies on enterprise investment of pharmaceutical industry, measure the optimal scale of government subsidies, and then provide advices for improving the technology innovation of pharmaceutical enterprise. Methods: Basing on the panel data of pharmaceutical industry from 26 provinces during 2000 -2013, we set up the threshold regression model. Results: Government subsidies had the threshold effect on enterprise investment of pharmaceutical industry. With the increase of government subsidies, enterprise investment showed a trend of first increase and then decrease. The optimal scale of government subsidies was 12.08% -17.27%. Conclusions: Government should continue to increase investment in technology innovation of pharmaceutical enterprise. Government subsidies must be controled within a reasonable range so that the investment is effective, the resources are not wasted, and technology innovation of pharmaceutical enterprise can be best incentived.
