摘 要:本文创新性提出3大类9小类21种具体的政府低碳规制工具,对各工具进行解析,分析各工具在低碳经济推进中的作用及相互关系,指出低碳规制应以碳战略为"元战略",以碳技术、碳交易为两翼,前者切入于产业技术政策,后者切入于碳排放许可,设计规制推进路径,形成政府低碳规制体系。并进一步研究三大类规制手段相互作用关系,形成作用图。本文弥补了目前研究局限于宏观阐述或局部研究,以及在政府低碳规制的整体性、系统性和规范性方面的一些缺失,为我国政府低碳规制提出系统化的思路与方案。This paper puts forward 3 classes, 9 subclasses and 21 exact means in the innovation of government low-carbon regulation tools, explains the tools and the function of each tool in the low-carbon economy promotion, and points out that low-car- bon regulation should take carbon-strategy as the "meta strategy", and take carbon technology, carbon trading as two wings, the former is cut in the industrial technology policy, and the latter is cut in the carbon emissions permit. On the base of the analyses, it designs the advancing path of regulation and develops a low-carbon regulatory system. To further study the relationship between the three kinds of regulatory tools, the paper forms a function diagram of these tools. This study compensated absence of the integrity, systematic and normative aspects on government low-carbon regulation for current research which is focused on the macro or local research, and also gives a systematic thinking and plan for govern- ment's low-carbon regulation.
