规上企业科技创新能力的所有权差异和区域比较

摘　　要：通过中国大陆31个省、市、自治区的数据测度了2003-2013年间的中国国有及国有控股企业、私营企业、外商投资企业的全要素生产率及其构成的变化趋势,结果发现:从时间和空间来看,规上企业全要素生产率及其构成存在明显的所有权差异。此外,各地区的国有及国有控股企业、私营企业、外商投资企业的全要素生产率(TFP)和技术进步大都表现出增长的趋势,而生产效率多数表现出无效状态。为了更好地提高规上企业科技创新能力,需要大力发展混合所有制,整合科技创新资源;加大技术创新投入力度,提高创新绩效;创新政策要结构化、适度化。Through the data of 31 provinces, municipalities and autonomous regions in China to measure the TFP and it＇s constitution trend of state-owned and state holding enterprises, private enterprises and foreign investment enterprises in years 2003- 2012.The results showed that： the TFP, technology progress, production efficiency, pure technical efficiency and scale effi- ciency change trend of state-owned and state holding enterprises, private enterprises and foreign investment enterprises have obvious time and space differences; In addition, the TFP and technology progress of state-owned and state holding enterprises, private enterprises and foreign investment enterprises in 31 provinces, municipalities and autonomous regions mostly showed the trend of growth, but the production efficiency showed invalid state. In order to improve the technological innovation capability of scale industrial enterprises, need to develop the mixed ownership, to integrate scientific and tech- nological innovation resources, to increase investment in technological innovation, to improve the innovation performance, and the innovation performance.
