摘　　要：渔业经济新常态是一个全新的渔业经济发展阶段,其内涵界定、动力机制设计和政策导向是十分重要的理论和现实问题。然而,迄今触及到的文献空无一篇。文章初步尝试并探索后认为:渔业经济新常态是指在市场经济体制下,以渔业提质增效为中心,突出创新驱动,优化升级结构,转变发展方式,保障渔民福祉,注重水域生态,防控矛盾风险,并中高速增长的不同以往且相对稳定的渔业经济发展状态。继而,设计出结构驱动、技术驱动和创新驱动为核心的动力机制,最后提出了精心谋划确立中高速增长之态势、优化结构营造渔业产业竞争优势、创新驱动带动渔业经济提质增效等导向性政策建议。The new normal fishery economy is a brand-new fishery economic developing stage,among which,the implication defining,dynamic mechanism design and policy orientation are very theoretically important and realistic.However,it lacks of deep study in this area.The thesis attempts to bring the view that the new normal signifies the stable fishery economic development under market economic system.It is around the center of the enhancement of quality and efficiency,and emphasizes the innovative drive and optimizes the upgrade structure.It also needs to change the developmental direction,protect the fishermen lives,take note of aquatic ecology and control conflict and risk.Then the paper designs a dynamic mechanism with structure-driven,technology-driven and innovation-driven core value.At last,the thesis is to bring guide policy suggestions on development status,optimization of structure and innovation of the enhancement of quality and efficiency.
