铁路运营管理“走出去”合作模式与运营团队组建初探

摘　　要：本文首先从国际和国内两个方面分析了我国铁路运营管理"走出去"的可行性与有利条件。然后,根据承担国外铁路运营管理的权利和义务的不同,提出了铁路运营管理"走出去"的四种主要的合作运营管理模式,并从经济技术水平、国家区域位置和政治文化环境三个方面分别分析了每种合作模式的适应性。最后,提出了组建海外铁路运营管理团队的三种方案,并分析了其特点及适应性,为我国铁路运营管理"走出去"提供了借鉴。Firstly,from international and domestic aspect,this paper analyzes the feasibility and advantage of the ＂going out＂ of China＇s railway operation and management.Then we introduce four main cooperation modes according to the rights and obligations of undertaking foreign railway operation and management.Based on foreign countries economic,technical level,national position,political and cultural environment,we analysis the adaptability of each cooperation mode.In the end,we introduce three schemes of establishing operation team,and analyze the characteristics and adaptability of each scheme.This paper provides a reference for the ＂going out＂ of railway operation.
