摘 要:绿色有机食品出口规模扩大在一定程度上体现了绿色有机食品产业自身发展水平和产业结构优化程度,是实现产业可持续协调发展和增强出口竞争力的必然要求。揭示绿色有机食品出口发展的特征与规律,是实现产业可持续协调发展和进一步促进出口发展的关键。以灰色系统理论为基础构建度量绿色有机食品出口协调发展状况的评价模型,并运用DEA对1999-2012年黑龙江省绿色有机食品产业发展与出口增长之间的协调性进行实证分析。研究结果表明:黑龙江省绿色有机食品产业发展规模与出口增长之间的波动明显,产业系统基本处于非协调状态且呈现逐渐扩大的趋势。进而提出积极转变产业发展方式,通过积极促进出口规模扩张与结构改善以及促进绿色有机食品产业结构调整实现产业协调有序发展的对策措施。The scale enlargement of Green Organic Food export is the inevitable requirement to realize sustainable and coordinate development and export competitiveness, which reflects industry development level and structure optimization degree to some extent. It's the key to realize the sustainable and coordinate development and promote export development to reveal the feature and the law of Green Organic Food development. This paper established a coordination appraisal model to measure the harmonious export development status of Green Organic Food based on grey system, and an empirical study was conducted on the coordination of Heilongjiang Green Organic Food industry development scale and export grow between 1999 -2012 by DEA. The results show that the coordination degree of Heilongjiang Green Organic Food industry system is not so satisfying and a correlation fluctuate and downward trend of the system do exist. Further study indicates that it's feasible to transfer the mode of industry development and to promote the scale enlargement and structure improvement, and to promote the structure adjustment to realize the harmonious and sustainable development of Heilongjiang Green Organic Food industry.
