基于金融配置效率的资源型城市接替产业选择——以鸡西市制造业为例

摘　　要：耗竭性资源面临枯竭,我国传统资源型城市的繁荣发展遇到了瓶颈,转型发展之需箭在弦上。资源型城市转型的核心就是接替产业的选择,站在金融配置效率的角度,运用区域经济学和产业经济学的理论和研究手段,对黑龙江省鸡西市进行了实证分析,并对其制造业的接替产业选择进行了量化分析、筛选,确定了接替产业,最后提出了发挥资本市场融资作用、财政资金有效介入和创设接替产业发展基金等方面的金融支持政策建议。Exhaustible resource depletion, our traditional resource - based cities development has encountered the bottleneck go along with exhausti- ble resource depletion. Economic transformation must be imperative. The core of evolutionary transition of energy cities is selection of the substitu- ted industry and financial support. The author creatively stands in the angle of financial allocation efficiency and uses the regional economics and industrial economics theory and research method, making empirical analysis on the Jixi City, Heilongjiang province. Quantified, determined the substituted industry, and put forward policy recommendations corresponding financial support in view of financial allocation efficiency. The recom- mendations include Playing the role of capital market financing, intervening financial funds effectively and creating alternative industry develop- ment fund and other aspects.
