英、法两国首都警察管理体制之启示

摘　　要：英、法两国首都作为政治、经济、文化中心,人口密度大、治安形势复杂、政治地位特殊,均建立了有别于其他地方的首都警察管理体制。建议立足我国国情,借鉴国外经验做法,明确将首都公安工作作为中央公安事权,建立与事权划分相适应的首都公安经费保障体制;明确首都公安机关正职领导职务由公安部提名,国务院任命;制定与首都人口、面积、治安形势、公安事权行使相适应的首都公安机构、编制和队伍管理办法。Britain and France as the capital of political, economic and cultural center, population density,complex security situation, the political status of a special, distinct from the other metropolitan police have established a management system elsewhere. Recommendations based on China＇s national conditions, drawing on foreign experience and practice, specifically the capital public security work is the central public security powers, establish the capital police fund guarantee system adopting to division of powers and affairs; clear leadership positions in the capital of the public security organ chief nominated by the Ministry of Public Security, the State Council appointed;formulate capital, population, area, law and order situation, police powers exercised to adapt the capital Police agencies, preparation and team management approach.
