摘　　要：乾隆中叶,鉴于清军军械管理的诸多不足,清政府制定了《钦定军器则例》。《钦定军器则例》的制定与实施,既是对清政府原有管理制度的经验总结,亦是对其所面临的新问题、新情况的反应。它有助于强化清政府对清军军械的管理,但也严重束缚了清军军械的技术革新。这是清军军械落后于西方的重要因素,亦是近代清军军械外购的制度性因素之一。In the middle of the Emperor Qianlong ＇s reign, Qing government drew up a new armament legislation by the emperor＇s order because of the old one＇s imperfection. It had a great effect on the armament management. Meanwhile, it also prevented the development of the military industry. As a result, it was an important factor causing Qing＇s armaments to lag behind the Western, and also an institutional factor causing Qing armies＇ importing armaments from the western in the late Qing Dynasty.
