边疆治理视野下的精准对口支援研究

摘　　要：对口支援发展到今天,已经成为具有中国特色的边疆治理重要制度形式,从"粗放式"向"精准化"发展,已经成为新时期完善对口支援制度的必然选择。就对口支援的实施现状而言,仍然表现出政治动员特点明显、行政指令性色彩较浓、政策工具的单一化运用等问题。精准对口支援至少应当包含下列价值蕴含:必须要求符合边疆地区及其各族群众的客观需要;强调"输血式"和"造血式"援助方式的有机结合;注重静态政策项目和动态情感关怀的有机统一;追求受援地和支援地的协同发展。精准对口支援模式的建构路径,应当从对口支援的制度化、参与主体的多元化、政策工具的多样化和精准化,以及突出智力支援的地位等方面入手。With the development of counterpart support,it has become an important institutional form of the borderland governance with Chinese characteristics. The shift from ＂extensive＂development to ＂precise＂development has become the right approach to the improvement of the institutional form in the new period. However,the present implementation of counterpart support faces such problems as a strong color of political mobilization and mandatory administration,as well as the dependence on policy tools. The precise counterpart support should include at least the following value orientations： first,it must conform to the objective needs of the border areas and all the ethnic groups there; second,it should emphasize the combination of ＂blood- transfusion＂way of support with ＂blood- creating＂way of support; third,it should pay attention to the organic unity of the static policy- based program and the dynamic emotional care; finally,it should aim at the balanced development of the recipient area and the supporting area. The construction the precise counterpart support mode should be based on the institutional construction of the counterpart support,the diversification of the major participators,the diversification and precision of policy tools,and the emphasis on the intellectual support.
