摘  要:中国高校科研评价制度的发展经过行政评议、同行评议、指标量化评议和国际科研计量评价四个阶段,分析中国现行的行政主导科研评价的不足:重视科研成果数量而对质量忽略,这不利于中国高校科研的长远发展。通过对美、英、澳三国成熟的高校科研制度的梳理,为中国高校科研评价制度提供指导和建议:建立健全国家主导的高校科研评价,建立中长期考核机制,重视科研数量与质量的结合。This paper reviews the development of China's scientific research evaluation system in colleges and universities at the four stages of administrative review,peer review,indicator quantitative evaluation and international scientific research evaluation,and analyzes the shortcomings of China's current administrative leading scientific research evaluation system:attaching great importance to the number of scientific research achievements while neglecting the quality,which is not conducive to the long-term development of China's scientific research.Based on the research on the maturescientific research system of universities in the United States,Britain and Australia,this paperprovides guidance and suggestions for the scientific research evaluation system in colleges and universities in China:to establishand perfectthe state-led university scientific research evaluation system,to establish long-term assessment mechanism,and to attach importance to the combination of quantity and quality in scientific research.
