发展旧货业规范旧衣物流通管理需要新思路

摘　　要：从旧货行业管理制度、借鉴发达国家经验、树立资源节约理念等几个方面,提出了我国旧货业要在全球化的废旧商品回收再利用产业链中定位并赢得市场所面临的某些问题;简述了加强二手服装流通管理政策体系研究需要理念创新促进制度创新的理由;强调了完善法律保障机制促进旧货行业健康有序发展的必要性;简要介绍了日本政府立法和规划引导,建立以市场机制为主导的废弃物循环利用体系等方面可资借鉴的管理经验。From several aspects including the vintage industry management system, drawing lessons from the experience of developed countries, establishing the concept of resource saving etc. some problems that the vintage industry faced when it has been located in the recycling industry chain of waste products and wins the market are put forward. It describes the reason that promoting the system innovation needs innovative ideas to strengthen the study of the second-hand clothing circulation management system, and emphasizes the necessity to perfect the legal safeguard mechanism to promote the healthy and orderly development of the vintage industry. Finally, this paper briefly introduces the government＇s legislation and planning guidance in Japanese, and proposes to some reference management experiences, including establish a market-oriented mechanism of waste recycling system etc..
