摘　　要：简述了BOT模式的含义与特点,从项目准备、招投标、合同签订、项目建设、经营、移交等阶段,探讨了BOT项目全寿命周期内公共利益的维护措施,有利于实现社会福利最大化的目标。This paper briefly described the meanings and characteristics of BOT mode,from the preparation,project bidding,contract signing,project construction,operation,transition and other stage,discussed the maintenance measures of public interest BOT project entire life cycle,to achieve the goal of maximizing social welfare.
