摘 要:针对水面舰艇编队防空队形综合评估问题,根据完备性、独立性、简洁性和科学性的评估指标确定原则,在一定的防空作战想定下,构建了由五个一级指标和十五个二级指标所组成的层次评价体系,运用模糊评价法将定性的评价指标进行量化处理,基于评分专家系统确定了两层次指标体系下的权重值,融合模糊关系矩阵和决策矩阵中的相关元素数据,采用TOPSIS法求解了七种水面舰艇编队防空队形方案的正理想解和负理想解,并以相对接近度的大小开展了编队防空队形的综合评估分析。分析表明,基于模糊评价法和TOPSIS法对水面舰艇编队防空作战队形的评估与优化具有一定的参考价值。In order to solve the problem of comprehensive evaluation for a group of surface warships facing the threat from the air,the paper has presented a evaluation index system according to the principle of completeness,independence,conciseness and scientificity,which are composed of five first-order indexes or fifteen second-order indexes at an anti-air tactical scenario.The fuzzy evaluation method is applied to quantify the qualitative indexes and the weight values of two-order indexes are determined based on the expert scoring system.By the fusion of element data of fuzzy relation matrix and decision matrix,the TOPSIS method is utilized to solve the positive and negative ideal solutions for the seven anti-air formations.The assessment analysis of anti-air defense effectiveness is carried out according to the values of relative near degree.Present study indicates that the fuzzy evaluation and TOPSIS methods are of certain value for the assessment and optimization of antiair defense formation for a group of surface warships at sea.
