摘　　要：陆地终端是通过管道接收海洋油气资源并进行处理的工厂,开展陆地终端环保竣工验收监测是落实"三同时"制度的重要体现。陆地终端验收监测技术复杂,内容繁多,从验收监测范围界定入手,重点从污染物排放、环保设施处理效率、污染物排放总量、环境质量、登陆管线生态影响、环保设施和措施核查等6个方面介绍了验收监测内容,并对公众意见调查、评价标准选择、工况和质量要求、结论与分析等方面进行介绍。开展陆地终端环保竣工验收监测规范化研究,对指导当下的验收监测工作有重要作用。Land terminal is a plant which receives the offshore oil and gas through pipeline and carries out the processing of the offshore resources.Acceptance monitoring is an important embodiment of the 'three simultaneous' system.Acceptance monitoring of land terminal environmental protection facilities is complex,content and different.From the definition of the scope of acceptance monitoring,focusing on pollutant emissions,processing efficiency of environmental protection facilities,total discharge of pollutants,environmental quality,landing pipeline ecological impact,environmental protection facilities and verification measures,this paper introduces the details,public opinion investigation,evaluation standard selection,engineering condition and quality of acceptance monitoring.Standardization of environment protection compliance monitoring of land terminal plays an important role for present compliance monitoring work.
