独立学院运行机制演进历史及特征

摘　　要：以独立学院自身角色的转换以及国家对独立学院管理政策的实施作为划分依据,可以将独立学院运行机制的演变划分为创建期和调整期两个阶段。独立学院运行机制在法人治理结构、动力机制、资源配置机制、约束机制等方面存在一定的问题,建议完善法人治理结构、强化教师激励机制、建立资源配置制度、完善监督约束机制。According to its own role conversion and the policy implementation by our country,the historical evolution of independent colleges can be divided into two phases,i.e.establishment stage and adjustment stage.The running system has some existing problems in legal person′s governance structure,dynamical mechanism,resource allocation mechanism and constraint mechanisms.It is suggested that it is a must to perfect the legal person′s governance structure,to strengthen the incentive mechanism for faculty,to build the system for resources allocation and to improve the supervision and restriction system.
