新常态下荥阳市构建现代产业体系的路径思考

摘　　要：区域经济竞争力的强弱决定于其现代产业体系的完备程度,经济新常态下荥阳要成为郑上新区发展的增长极,必须构建完善的现代产业体系。新常态下荥阳构建现代产业体系面临的挑战主要是土地资源制约、产业基地制约、体制机制制约、人才制约。其路径主要是培育发展高新技术产业,提高核心竞争力;运用高新技术升级改造传统农业;加快推进郑州新材料国家专利导航产业发展实验区建设,打造产品硬材料"硅谷";加快推进战略性新兴产业发展,培育新的支柱产业和主导产业;发展现代服务业;大力发展文化创意产业;健全现代农业体系。Whether the regional economic competitive power is strong or not is determined by the complete de-gree of its modern industry system. In the economic new normal, if Xingyang city intends to be the growth pole ofZhengzhou New West District,it should construct complete modern industry system. When constructing modern in-dustry system in the new normal, the challenges that Xingyang city faces include：land resources restraint, industrybases restraint, system and mechanism restraint, and talents restraint. In order to realize the aim, there are severalmain paths：cultivate and develop high＆new technology industry to improve its core competitive power;upgrade andtransform traditional agriculture by the use of high＆new technology;accelerate and promote the construction of theexperimental zone for the development of Zhengzhou new material industry that has become the pioneering industrywith patent in China, and thus create the ＂silicon valley＂ of hard material products ; accelerate and promote the de-velopment of strategic new industry, and cultivate new pillar industry and leading industry;develop modern service;develop with great efforts the cultural and creative industry;improve modern agricultural system.
