社会治理视角下创新信访工作的系统思考

摘　　要：在社会转型的大背景下,围绕社会结构利益关系调整,如何有效地化解信访工作中的矛盾和冲突,日益成为当前创新社会治理视角下构建和谐社会不可忽视的重要问题。从社会治理和谐理念出发,探索和谐信访的新思路,构建和谐信访的新模式,是当前信访工作适应新形势、开创新局面、扎实做好为人民排忧解难工作的必然要求,也是今后一个时期依托创新治理、构建和谐社会的一项最重要的基础性工作。Under the general background of social transformation, and surrounding the adjustment of socialstructure and interest relationship, how to effectively resolve the conflicts in the ombudsman＇ s work has increasinglybecome the important problem that cannot be negligible in the construction of harmonious society with the view ofcurrent innovative social governance. We should start from the harmonious ideals in social governance, explore thenew thinking for harmonious ombudsman＇ s work, and construct the new model for harmonious ombudsman＇ s work.These efforts will be the necessary requirements for the ombudsman＇ s work to adapt to the new situation, create thenew prospects, and do the solid work to share people＇ s troubles and solve their difficulties. In the next period tocome, these efforts will also be the most important fundamental work that relies upon innovative governance in theconstruction of harmonious society.
