内蒙古半农半牧区高利贷问题分析——以翁牛特旗为例

摘　　要：翁牛特旗是我国内蒙古东部牧区城乡之间高利贷频发的典型地区,文章通过对银行贷款和民间高利贷的放贷条件及利率等情况进行对比分析,得出该地区高利贷盛行的原因及其产生的现实影响,并提出建立健全的民间借贷备案制度;加强金融监管及健全法律规范;完善农牧地区金融组织的发展等建议。Onnuud lies in the eastern part of our country, it is a typical region which usury cases happen frequently between rural and urban areas. This paper made a detailed contrastive analysis about the lending conditions and interest rates between the bank loan and the folk usury, put forward the reason of usury prevailed and its practical impact;and also came up with some suggestions such as ：establish and perfect the folk lending register system; reinforce financial regulation and perfect rules and regulations;consummate the regional financial organizations＇ development of agriculture and pasture region.
