惠台政策对台湾农渔业选民的影响研究：利益、认同与投票行为

摘　　要：近几年来,中央推出了一系列农渔业的惠台政策,受益于惠台政策的台湾农渔民们,选举时的投票行为是否因此改变,惠台政策的经济效益是否外溢到政治层面。本文选取了受益于农业惠台政策的54个重点乡镇,通过对于2004年、2008年、2012年、2016年四次台湾地区领导人选举的数据分析,观察惠台农业政策的政治效果。文章发现,惠台农业政策的确产生了较大的政治效果,受益于惠台政策的台湾农渔民的投票行为产生了很大的转变,这种投票行为上的转变在蓝军得票率增长、总体选举的投票率下降和废票率变化上均有明显的体现。从时间序列上说,这种影响最先体现在投票率的下降,然后才会体现在蓝军得票率的上升和废票率的变化上。In the past decade, the central government issued a series of policies seeking to bring economic favors to the Taiwan Residents people, esp., farmers and fish farmers. But what are the political impact of these policies？ How do they affect the voting behavior of the targeted populations？ In order to observe the economic spill-overs to the political realm, the authors pick 54 townships which are greatest benefited from the above- mentioned preferential policies and then examine the patterns of vote-casting and voter turnout in the past four general elections in Taiwan.Our research suggests that the favor-granting policies of Chinese Mainland do have effects, bringing about significant changes in the voting behavior of the famers and fish farmers in Taiwan. These effects can be clearly observed on the increases in the votes of the pan-blue camp, the decreases in the turnout rates, and the changes in the number of invalidated votes. If observed from the time domain, these effects can be observed first on the decrease in turnout, and then in the increases in the pan-blue votes and the changes in invalidated votes.
