自治+公助:农村集体养老模式探析——以浙江省瑞安市陈岙村为研究案例

摘　　要：农村人口的高流动性、旧村改造和新农村建设的推进,使得许多农村老人在失去土地后又失去独立的养老空间,原有四代同堂共享天伦的传统养老模式难以为继。为解决老龄化时期农村养老难题,浙江省瑞安市陈岙村老人公寓以村两委为大家长,以村老协为管理者,采用自治+公助方式,使其兼具家庭养老、社区居家养老和村办养老院的功能和特点,从而成为农村养老一种新的有效模式。但受养老保障制度、养老政策、村集体经济、养老服务质量等因素制约,这种集体养老方式的品质仍有待提高。为此,建议建立村民养老专项基金,固化村级养老的经费保障;加强政府养老扶持力度;深化村集体经济股份制改革;促进农村养老服务社会化。With the advancement of high mobility of rural population, the old village renovation and the new rural construction, many elderly lose their independent endowment space again after losing their land so that the traditional endowment pattern with four generations in one house is unsustainable. In order to solve the problem of rural endowment during the aging period, an apartment in the Chenao village, Ruian city, Zhejiang province is introduced as a sample of the rural endowment, which takes the two village-level committees as the patriarch, the elderly association as the administrator by adopting self-government plus official assistance to make it have the functions and features of the family endowment, community endowment and the village-run nursing home, which becomes a kind of new effective model for rural endowment. But limited by such factors as the old-age security system、pension policy、village collective economy, pension service quality, the quality of collective endowment remains to be improved. Therefore, it is proposed in this paper that the special fund of endowment for villagers has to be established, the fund guarantee of the village-level endowment has to be strengthened, the supporting dynamics of the government pension has to be reinforced, the reform of village collective shareholding system has to be deepened and the service socialization of the rural endowment has to be promoted.
