摘　　要：《全国地方志事业发展规划纲要(2015—2020年)》是继《地方志工作条例》后,又一份对地方志事业发展具有指导意义的重要文献,其意义在于能保证第二轮修志按时保质完成。方志存史、育人、资政三大功能中,资政功能是最重要的,只有方志成为各级领导案头真实、有效、独特的决策参考资料时,方志才能真正受到重视。The Plan Outline,after The Local Records Work Regulations,is yet another document of guiding significance to the local records cause,which can safeguard the timely completion of the second-round local records compilation in good quality. Among the three functions of preserving history,nurturing people, and providing reference for governance, the governance reference function is the most important. It is only when local records become the true,effective,and unique reference materials of policy-making for leaders at various levels that local records can be worthy of real and serious attention.
