我国知识产权质押融资的“两个转向”与对策建议

摘　　要：各国政府为了实现知识产权战略,解决科技型中小企业融资难问题,普遍制定干预政策以促进知识产权质押融资。基于我国国情,知识产权质押融资模式应逐步"从政府主导型向市场主导型转向",知识产权质押融资的价值取向应逐步"从安全优先兼顾效率向效率优先兼顾安全转向"。基于以上两个"转向",进一步从制度、政府、信息、技术、风险5个层面重构知识产权质押融资机制。In order to realize the strategy of intellectual property rights and solve the problem of financing difficulty of small and medium--sized enterprises, the governments of various countries have developed the intervention policy in order to promote the financing of intellectual property rights. Based on the situation of our country, the intellectual property pledge financing mode should be gradually turned from government oriented to market--oriented, and the value of intellectual property pledge financing should be turned gradually from the security priority to the efficiency priority. Based on the a- bove two turnings, the reconstruction of intellectual property pledge financing mechanism should be constructed from the five aspects of system, government, information, technology and risk.
