新阶段美国突发事件预防体系新特点及启示

摘　　要："9.11"事件之后,美国对应急管理领域进行深刻的改革,将恐怖威胁列入突发事件应急准备对象之中。以2011年PPD-8颁布为转折点,美国突发事件应急准备体系进入崭新阶段。新阶段划分出预防任务领域,以预防紧急恐怖威胁为核心工作,以此构建美国突发事件预防体系。从职责划分、核心能力、协调机构、规划等角度对新阶段美国突发事件预防体系的新特点进行梳理、分析和整合,提出我国现阶段的反恐实践领域可以从5方面进行学习和借鉴:重视理论和实践,创新反恐体系设计;全民反恐时代,亟需构建合理的专群结合机制;充分准备,重视核心能力建设;以情报为主导,构建专业高效的情报周期;结合大数据背景,推动反恐产业发展,优化现有反恐战略。After ＂9.11＂ terrorist attacks, the USA took profound reform for emergency management and terrorist threats have been listed in the preparedness targets. In 2011 PPD -8 promulgated as a turning point, the United States emergency prepared- ness system entered a new phase. In order to prevent terrorist threats emergency core work amd to build the US emergency pre- vention system, it is divided into the area of prevention tasks in the new phase. From the division of responsibilities, core compe- teneies, coordinating bodies, planning and other features of the new perspective of the new phase of the US emergency prevention system to sort out, analyze and integrate proposed China~ current anti - terrorism practice areas can learn from 5 aspects ： impor- tance theory and practice, innovative anti -terrorism systems design; universal anti -terrorism era, the need to construct a rea- sonable special group binding mechanism; fully prepared, pay attention to the core capacity- building; intelligence- led, build professional and efficient intelligence cycle; combined with big data backgrounds to promote terrorism industrial development, op- timization of existing counter - terrorism strategy.
