摘　　要：目前我国的政府卫生投入效益不高,原因是政府筹资责任范围不够清晰。对此,从基本医疗服务、公共卫生服务、保健服务和政府治理四个方面梳理我国政府卫生筹资责任范围,从供需双方探讨政府卫生投入的实现路径,并提出各级政府的卫生投入责任:中央定标准保基本,省级担责任管统筹,县级管治理保落实。At present, the efficiency of government health input is not high because of unclear scope ofresponsibility of government financing. In this regard, this paper sorts out the responsibility of government health financing from fours aspects of basic medical services, public health services, health care services and government governance, and discusses realization path of government health input from supply and demand sides, and puts forward the principles of all levels of government health input： the central government sets standards to protect the basic, provincial government is responsible for overall plan and arrangement, and county government implements the government working.
