新常态下中国经济转型与产业升级  

China's Economic Transformation and Industrial Upgrading under the "New Normal"

摘　　要：改革开放以后,中国逐渐走向繁荣复兴,持续三十多年保持高速增长。然而,在国内外因素的影响下,当前经济增长率降至6%—7%,步入了经济发展的"新常态"。"新常态"下,中国面临新的问题和挑战,一是中国在国际竞争中面临产业竞争力不足,价值链低端锁定等问题,在全球贸易中遭受发达国家和新兴经济体的两头挤压;二是国内要素成本不断上升,经济增长缺乏新的动力,土地财政、环境污染等问题也严重掣肘中国经济发展;三是中国原有的经济发展模式难以为继,各种问题与挑战倒逼中国经济转型和产业升级。三十多年的成功经验说明,改革开放是已经被事实验证了的正确方向,"新常态"下中国需要进一步深化改革,扩大开放,不断破除束缚经济增长潜力发挥的各种制度障碍,同时要发挥大国综合优势,构建新的动态比较优势,发展战略性新兴产业,提升中国在全球价值链中的地位。After more than 30 years of reform and opening up,China has been striving for a prosperous country. Under the influence of domestic and international factors,the current economic growth rate decreases to 6%--7% , and moves towards a ＂New Normal＂ as well. Under the ＂New Normal＂ ,China has confronted with new challenges and problems. Short of industrial competitiveness in the international competition,locked at the lower end of the value chain, China is still at a disadvantage in the global trade. With the cost of domestic production factors rising, the engine of economic growth lacking, the problem of land finance and pollution is spreading. The traditional model of developing in China is difficult to sustain, China is forced to change by a variety of challenges and problems. Thirty years of successful experience in reform and opening up has proved that we should continue to adhere to reform, which has been verified by facts. Therefore, in the i, New Normal＂, China has to play its own advantages,to continue to deepen reform,to expand opening up, to break the shackles of economic growth, to make use of the advantage of China as a large country, to build a new comparative advantage ~ to develop the strategic emerging industries, thus to achieve the goal of economic transition and industrial upgrading.
