关于规范民国档案数字化业务外包的思考——以民国安徽邮电局档案为例

摘　　要：近年来,安徽省档案馆接收了近六万卷民国时期遗留下来的安徽邮电局历史档案。为了积极响应安徽省委省政府关于加快推进档案信息化建设的号召,同时为了保护中华民族的珍贵文化遗产,安徽省档案馆决定对这批民国档案进行规范化整理和数字化加工。笔者有幸在安徽省档案馆参加了为期一个月的民国时期安徽省邮电局部分档案的数字化业务外包实习工作。文章拟根据实习时的所见所闻,从研究民国安徽邮电局档案数字化工作的特殊性因素着手,分析民国档案数字化业务外包存在的局限性,并提出一系列建议与对策。In recent years, the archives of Anhui province received nearly sixty thousand volumes of the historical archives of Anhui post and Telecommunications Bureau left over from the Republic of China.In order to actively respond to the Anhui provincial government on accelerating the construction of archival information, while in order to protect the precious cultural heritage of the Chinese nation,The archives of Anhui province decided to standardize the archives of the Republic of China and digital processing.Under the arrangement of the Anhui Provincial Archives Bureau related leadership, Anhui University Archives Science professional research to Anhui Provincial Archives, for a period of one month during the period of the Republic of China Post ＆ Telecommunications Bureau of Anhui province part of the file on the digital business outsourcing of internship.l have honor to participate in the Republic of China digital archive business outsourcing, this paper intends to practice according to saw and heard, start from the particularity of the factors of Anhui Bureau of Posts and telecommunications, the digitization of archives research, analysis of post archives digital business outsourcing exists limitations, and puts forward a series of suggestions and measures.
