摘　　要：保护水下文物是弘扬中华民族优秀文化、增强民族凝聚力和落实国家海洋发展战略的需要。由于利益驱动,当前水下文物的安全正遭受着盗捞等重大的安全威胁。为此,应以水下文物保护监控系统为基础,通过执法力量和电子监控系统之间的协同、各执法力量之间的协同达到有效保护目标。而构建有效的协同执法机制是水下文物保护协同执法的重要保障。Protection of underwater cultural relics is the demand of promoting brilliant Chinese culture, enhancing national cohesion and carrying out the national strategy of marine development. Currently, the safety of underwater cultural relics is under serious threat due to profits. Therefore, it is necessary to protect the underwater cultural relics based on the monitoring system, together with the collaboration between law enforcement power and electronic monitoring system as well as the collaboration among different forces. It is an important guarantee to build an effective collaborative mechanism of law enforcement in order to protect the underwater cultural relics.
