摘 要:舟山港口资源优势明显,目前舟山港口资源开发利用主要有货主开发、港口企业开发和保税区开发等三种模式,开发与利用相对滞后。开发缺乏有序性、可控性和整体性,港口岸线等资源的集约化、规模化利用没有实现;港口功能单一,产业链延伸不够;国资公共港航企业实力较弱,不能提供更多质量更高的公共服务。当前正值新区建设与江海联运中心的国家战略机遇期,因此,必须从推进港口与产业的整体开发;加强港口岸线管理;积极培育和发展航运企业;加快港口基础设施建设,促进港口产业集聚;建立互联网+型的智慧联运中心,向长江沿线港口拓展业务服务渠道等方面做出积极努力。Zhoushan port has obvious advantages. At present, the development and utilization of Zhoushan port resources mainly depend on shipper development, port enterprise development and free trade zone development, which is lack of order, controllability, integrity, scale and intensive development. Besides, the function and industry chain of ports are limited, and the state-owned public shipping enterprises are too weak to provide high-quality public services. Therefore, facing the opportunity of the construction of new area and jianghai intermodal center, we must start to promote the overall development of the port and industries, strengthen port shoreline management, cultivate and develop shipping companies, speed up the construction of port infrastructure, promote port industry agglomeration, establish "internet +" type of wisdom intermodal center, and make positive efforts to expand the business and services of ports along the Yangtze River.
