进出境动植物检疫岗位资格管理浅析

摘　　要：人才队伍是确保进出境动植物检疫工作体系有效运转的关键因素,针对经济社会的快速发展形势和动植检工作的实际需要,本文以进出境动植检从业人员的岗位资格管理为切入点,探讨了岗位资格管理的定义和内涵及实行的必要性,回顾并分析了岗位资格管理的发展沿革和目前存在的问题,初步建立了以"专业教育背景"、"工作能力"、"工作经历"为主要构成要素的三级岗位资格框架,并构建了动植检岗位资格管理规范。The talent team is the key factor to ensure the effective operation of the system of animal and plant quarantine. Take the consideration of rapidly development of economical society and the actual demand of the work of animal and plant quarantine,the definition and connotation of the post qualification management were discussed,the development history and the existing problems of the post qualification management were analyzed. The three levels post qualification structure frame,which mainly consist of three elements,namely the background of professional education,work capacity,and work experience,were set up. The guideline of post qualification management was also given.
