摘　　要：文章分析公共文化服务多元主体的动力因素、行为要素和保障要素,其中行为要素包括协同和共享,保障要素包括契约、激励、评估和信息平台。在此基础上,对公共文化服务网络治理的"动力—行为—保障"作用机制进行探讨。This article analyzes the motivation, behavior and supporting elements of public cultural service.Behavior element includes collaboration and sharing,while security involves with contract,incentive,evaluation and information platform. Then the ＂motivation-behavior-supporting＂ governance mechanism of public cultural service network is discussed.
