全面深化改革中振兴辽宁老工业基地法治环境建设的几点建议

摘　　要：良好的法制环境是振兴辽宁的基础及保证,目前辽宁法治环境建设中存在的问题有:现代法治理念薄弱;政府职能转变迟缓;行政立法质量不高;一些深化改革的法律法规缺失;法律缺乏必要的权威等问题。本文提出应加强法治观念、法律精神的宣传和培训;推进依法行政,确保政府更好地履行职责;提高立法质量;完善全面深化改革的相关法律体系;切实维护法律权威,杜绝违法行政。A good legal environment is the foundation and guarantee of the revitalization of Liaoning, the existing problems in the construction of legal environment in Liaoning： the modern concept of the rule of law is weak; the slow transformation of government functions; the quality of administrative legislation is not high; some reform law rules lack; the necessary legal problems such as lack of authority. This paper proposes that we should strengthen the concept of rule of law, the spirit of the law publicity and training; promoting the administration according to law, to ensure that the government to better perform their duties; improve the quality of legislation; improving the relevant legal system of comprehensive deepening reform; to safeguard the authority of law, to prevent illegal administrative.
