摘　　要：政府购买服务作为政府提供公共服务的一种新方式,在我国正呈现方兴未艾之势。目前,国内外在社会救助、社区服务、残疾康复、司法矫正等社会福利服务领域尝试和探索较多,但对政府购买科技服务的研究很少。在我国经济社会步入新常态的大背景下,如何通过政府购买方式提高科技服务水平和竞争力具有重要的现实意义。运用SWOT-PEST矩阵分析模型,综合考虑政治、经济、社会和技术等因素,比较分析政府购买科技服务的优势、劣势、机遇和挑战,并提出相应的发展策略建议。As a new way of supply in public services, government procurement of services is showing ascendant trend in our country. At present, the government department has tried and explored more areas of social relief,community services, disability recovery, judicial corrections and other social welfare services, but the studies of the government to buy service technology research is rarely. In the background of economic society entering a new normal, how to improve the level and the competitiveness of scientific and technological service through the purchase of government has important practical significance. This paper uses SWOT-PEST matrix analysis model,considering the politics, economy, society and technology factors, a comparative analysis of government to buy technology service advantages, weaknesses, opportunities and challenges, and puts forward the corresponding development strategies and suggestions.
