摘　　要："一带一路+"源于"一带一路",但在形式、价值和意义上又不同于"一带一路",它有自身独特的内涵、特征和功能。"一带一路+"是实现"一带一路"的主动发展思路,它的内涵从民生、经济、价值上由发展向利益再向文化递升,具有开放包容、互联互通、多元共生、以人为本的特征,在方式上有解构和建构两大突出功能。"一带一路+"的策略运用要坚持重点支持、蹲点开发、定点连片的"黄金三点"方式,形成独特的商业模式、管理模式、产业模式、营销模式、发展模式五大特色模式,在促进"一带一路"顺利实行的同时,把地缘政治和地缘安全的风险降到最低。＂The Belt and Road ＋＂ comes from The Belt and Road, but its form, value and significance are different from The Belt and Road, it has its unique connotation, features and functions. It is an active thought of devel- opment to achieve the success of the Belt and Road,its connotation from the people＇ s livelihood, economy, value, from the development, benefit to culture accompany, with open and inclusive, interconnection and intercommuni- cation, multiplex symbiosis, people-oriented, it has two outstanding functions of deconstruction and construction. The strategy application of ＂The Belt and Road ＋＂ should adhere to key supporting, unit developing, contiguous point, formed a unique business model, management model, industry model, marketing model, development model, promote the construction of the Belt and Road and reduce the geopolitical and geo-security risk to the minimum limit.
