摘　　要：发展中国家在过去几十年间乃至于未来较长的一段时间内,需要为发达国家和处于经济转轨期国家的历史碳预算透支买单,这预示着发展中国家在未来世界整体碳预算中获得的实际初始碳预算值会处于一个较为紧张的范围,文章就碳预算条件控制下对于新能源行业能源利用效率作为视角对于能源行业的绩效评价体系进行研究,从而建立起更为合理完善的绩效评价体系,为将来的低碳管理与发展事业做好未雨绸缪的基础性工作。Developing countries over the past few decades and even need to for a long time for developed countries and in the economic transition period of the history of the national carbon budget overdraft to pay for,this marks the prelude to developing countries in the future the overall carbon budget in actual initial value of the carbon budget will be a relatively tight range.In this paper,The carbon budget under controlled conditions for new energy industry energy efficiency from the perspective of performance assessment system for the energy industry were studied,so as to establish a more reasonable perfect performance evaluation system,ahead of the basic work well for future low carbon management and development
