摘　　要：通过对我国科技情报行业发展现状回顾与环境扫描,并在分析国内外智库发展的基础上,提出新时期传统科技情报机构转型发展的战略思考"回归情报,聚焦科技,超越竞争",只有从文献和信息服务向情报服务回归,完成从事业单位到现代非营利组织的改革,从"事实库"走向"思想库",最终建成新型的科技智库,才能更好地为科技创新服务,为科技决策和公共决策服务。This paper proposes the strategy think of transformation for traditional Sci-tech information institution in new time, ＂regress information, gather science-technology, overstep competition＂, which must be transform from literature and information service to information service, complete the reformation from public institutions to new non-profit sector and from ＂fact storeroom＂ to ＂thought storeroom＂, and finally develops new S＆T intellectual storeroom. It is to service S＆T innovation, S＆T decision-making, and public decision-making.
