摘　　要：我国正着手推进国家科技报告资源建设工作。在此过程中,由于科技报告资源类型众多、提交加工环节繁杂、科研机构内部管理不完善、执行标准不统一以及知识产权保护不到位等原因,使得提交上来的科技报告不规范、资源质量良莠不齐,大大的降低科技报告资源的科技含量和应用价值。为此,文章对上述影响科技报告资源质量的因素进行分析,并就如何进一步提高科技报告资源质量提出几点对策建议。With the construction of ＂National Scientific and Technical Reports＂ （NSTRs） project in China, a variety of scientific and technical reports submitted to the NSTRs management information system. But some quality problems appeared such as the standard is not regulation and uniform, imperfect internal control system, lack of effective intellectual property protection, and so on. This paper firstly discusses the key quality influencing factors of the scientific and technical report management. On this basis, the paper puts forward some quality implementation strategy for scientific and technical report information resources construction.
