摘　　要：跨区域湖泊管理的条块分割、职能交叉、产权模糊等问题严重威胁和损害了湖泊资源利用过程中的生态环境安全。以湖北省成立湖泊局为契机,探讨了在湖泊局主导下集中式管理模式的变革特点:以整合部门管理权限、协调区域利用权力为基础,建立一个保障湖泊资源高效配置的管理模式,切实提高了湖泊资源的生态环境安全水平,为我国其他区域湖泊管理模式改革提供了经验借鉴。Problems such as highly fragmented and segmentary system for lake management and overlapping of governmental functions as well as unclear definition of property rights have caused great damage and harm to the safety of eco-environment. Discussions are made on special features of reform of introducing centralized management model by taking the newly-established lake bureau of Hubei Province as an example. A management model for high-efficient resources allocation and enhancement of safety level of eco-environment of lakes is proposed, with the aim of providing experiences and lessons for lake governance in other regions of China.
