小型水库除险加固技术审查若干要点及思考

摘　　要：在开展小型病险水库除险加固前期技术审查工作时,发现防洪安全分级、输水涵管明满流运行、库容系数异常和正常使用年限的确定等4个问题需要引起注意。这4个问题具有一定的隐蔽性,在前期工作中易出错或被忽视。现结合小型水库的实际情况,在分析技术规范内涵和相关学术成果的基础上,对上述问题提出了技术审查中的解决方案。When carry out technical examination which is for danger removal and reinforcement projects of unsafe small reservoirs in early work,we find some matters,main including classification of flood safety, operation of culvert under free-surface-pressure flow,abnormity of storage factor,determination of rational service life,etc. These matters are so obscure that people easily error neglect during the early work. Connecting with the practical situation of small reservoir, this paper analyses cases based on content of related codes and academic achievements and then introduces solutions, which are also adopted in our work of technical examination.
