摘　　要：小流域综合治理是一项复杂而艰巨的任务,需综合考虑经济、社会、生态、环境等诸多因素。结合新时期治水思路、小流域综合规划及治理要求,梳理了国内小流域治理的发展过程,阐述了减灾型小流域、生态型小流域、经济型小流域、综合型小流域的治理模式,分析了小流域综合治理的特点和功能,对目前存在的问题进行了剖析,并从治理思路、治理技术等方面对未来小流域综合治理进行展望。Comprehensive management of small watershed is a complicated and arduous task. It should take consideration of economy, society, ecology, environment and other elements. According to the current management theory, management planning, and management requirement for comprehensive management of small watershed, the essay has given a detailed introduction to the development of domestic management of small watersheds and analyzed the characteristic and functions of comprehensive management of small watersheds. It states the treatment modes of disaster-free small watershed, ecological small watershed, economical small watershed and comprehensive small watershed. Guiding thoughts and primary mission of comprehensive management of small watershed has been pointed out. It has analyzed the existing problems and look into comprehensive management of small watersheds in terms of management thought and management technologies. It may provide a reference for the theory and mode of comprehensive management of small watersheds.
