基于国有资本投资运营公司的神华集团优劣势分析及发展方向

摘　　要：中央和国务院相继颁布了一系列促进国有企业改革的文件,明确提出国有资本投资运营公司是未来国有企业改革的方向,并将逐步开展相应试点。针对此,本文阐述了国有资本投资运营公司的内涵,分析了新设、改组和变身3种实现方式。对两种实现形式,即国有资本投资运营公司和国有资本运营公司的共同点和区别进行了剖析。在此基础上,以大型能源央企——神华集团为例,系统分析了神华集团改组为国有资本投资运营公司的优势和劣势,提出了改革的方向。A series of documents are released by the central government of China to promote state-owned enterprises （SOEs） reform. The state-owned capital operating company is specifically defined as the directionof SOEs reform,and pilots are implemented gradually. In this paper,the connotation of state-owned capitaloperating company is explained;the three kinds of implementation,and the same points and different pointsbetween state-owned capital operating company and state-owned capital investment company are analyzed.Take Shenhua group as an example, the advantages and disadvantages of Shenhua group transforming intoState-owned investment company are analyzed,the reform direction is proposed.
