摘 要:按照中央简政放权改革部署,合理划分矿业权审批权限,对推进矿业权审批制度改革、简政放权具有重要意义。文章梳理总结了我国历史上矿业权分级审批管理制度建设情况及当前管理现状,指出现行管理中存在的主要问题,并以广东、内蒙古两省(区)为例,跟踪分析了地方改革探索经验做法和存在的问题,进而提出政策建议:(1)按矿种划分矿业权审批权限;(2)调整矿业权审批程序;(3)探索探矿权实行四级审批登记管理制度;(4)提升宏观调控和监管能力。According to the deployment from the central government on decentralization reform, it is important to do the rational divisionof mining rights approving, and promote the system reform and decentralization work in this field. In this paper, we summarize the historyand current situation of mining rights approval rating from the prospect of management system construction, and point out the main existingproblems, then we take Guangdong, Inner Mongolia as case studies, to track and analyze the experiences and practices of local reform andproblems, then policy recommendations are promoted as follow: Firstly, we should divide approval authority by mineral mining rights;Secondly, we should adjust the mining rights approval process; Thirdly, we should implement the four-level approval and registrationmanagement system; Fourthly, we should enhance the macro regulation and regulatory capacity.
