中央地勘基金项目权益管理的若干思考

摘　　要：中央地勘基金自设立以来,权益管理工作体系不断完善:制定了权益管理办法,建立了探矿权评估体系,实行合同制管理、依法勘查等。权益管理工作具有创新性、完整性、科学性、灵活性、严谨性等特点,其在运行过程中也遇到了定位不明、重视程度不足、配套制度保障缺乏、政策支撑薄弱等问题。完善中央地勘基金项目权益管理的建议:(1)明确权益管理定位;(2)重视和规范权益管理工作;(3)建立权益管理制度体系;(4)建立绿色通道,加强政策保障。Since the establishment of central geological exploration fund, the initiatives in right management system have been improvedconstantly. The efforts have been made in the following aspects： working out measures for the management of the rights and interests,setting up the exploration evaluation system, implementing contact management, and exploring mineral resources in accordance with thelaw. At the same time, owing to the innovativeness, integrity, scientific nature, flexibility, and preciseness that characterize the work of rightsmanagement, some problems that we encountered in the work of right management. These are： location unknown, a shortage of attention,lack of necessary institution, and weak policy support. Against this backdrop, this paper proposes that we should clearly define the orientationof rights management, attach importance to and standardize this work. In addition, we should establish a framework of system to underpinright management, build a green channel, and strengthen the guarantee of policy.
