货币发行业务风险防控机制研究

摘　　要：人民银行货币金银部门是人民币发行管理的主要部门,承担着确保货币发行安全的重任。货币发行中的风险大体可以分为业务操作风险、制度执行风险、员工道德规范风险及现金供应风险四个方面。本文在分析货币发行业务风险原因的基础上,通过借鉴发达国家的经验,从加强教育、严格制度落实、完善防控机制、健全内控、强化监督等方面提出了加强货币发行业务风险防控的建议。The department of currency gold and silver of the People＇s Bank of China is the major department to issue and manageRenminbi, and bears the tasks to ensure the security of currency issue. Generally speaking, the risks in currency issue can be dividedinto four aspects like business operation risk, system implementation risk, staff ethics risk and cash supply risk. On the basis of analyz-ing the reason for currency issue business risks, through drawing lessons and experience firom developed countries, the paper puts for-ward the suggestions to strengthen risk prevention and control of currency issue business firom such aspects as strengthening education,strict system implementation, improving prevention and control mechanism, perfecting internal control and strengthening surveilance.
