从埃博拉出血热疫情防控看国境卫生检疫在全球卫生治理中的地位

摘　　要：2014年在西非地区暴发的埃博拉出血热疫情是自1976年发现埃博拉病毒以来最大的一次暴发,引起国际社会的高度关注。此次疫情表明,人类很难在短时间内战胜新发传染病,预防仍然是第一要务,而口岸防控是阻击疫情跨境传播的主阵地。无论从历史沿革、国际关系还是社会经济层面来看,口岸卫生检疫都是防控疫情在国际间传播的第一道防线和不可或缺的重要一环,在全球卫生治理中具有不可替代的地位。今后应抓住契机,加大口岸卫生检疫投入,构筑中国特色口岸公共卫生体系,筑牢口岸疫情"防火墙"。As the most severe outbreak since the Ebola virus found in 1976,the Ebola epidemic outbreak in West Africa in 2014,had caught great attention in international community. In view of this Ebola epidemic,it is very difficult to overcome emerging infectious diseases in a short period of time,hence prevention is still the top priority,and prevention and control at points of entry（Po E） is the important field of the prevention of the across-border spreading of infectious diseases. Whatever viewed from history,international relations and social economy,frontier health quarantine is the first line of defense and indispensable part of prevention and control of infectious diseases,with irreplaceable status in global health management. It is quite the best opportunity to increase the input in frontier health quarantine,build the Public Health System at Po E with Chinese characteristics and the defense against infectious diseases at Po E.
