摘　　要：目的对现代卫生检疫的功能定位进行研究,指导卫生检疫政策的制定和口岸防控。方法分析传统卫生检疫的功能定位,研究现代卫生检疫面临的形势,结合实践案例,提出现代卫生检疫的功能定位。结果传统卫生检疫功能定位于防止传染病传入传出,对象有限、功能单一,不能满足防控全球公共卫生风险的现实需要。现代卫生检疫的功能应定位在应对全球各类公共卫生风险,发挥"抵御、预防和控制"的作用。结论现代卫生检疫应以"抵御、预防和控制"为功能定位,差异化制定检疫政策、策略,全覆盖监测公共卫生风险,分类别实施口岸卫生检疫。Objective To study the functional location of modern health quarantine,and guide the health quarantine policy formulation and health control at Points of Entry（Po Es）. Methods Analyze the function of the traditional health quarantine. Study the situation of modern health quarantine and the practice cases. Put forward the functional location of modern health quarantine. Results The traditional health quarantine function was only located in the prevention function of infectious diseases,with limited object and simplex function,which didn＇t meet the needs of the prevention and control of the global public health risks. The function of modern health quarantine should focus on the global public health risks and be located in the roles of ＂Protection against,prevention and control＂. Conclusion Based on the new function location,the modern health quarantine should make differentiated policy strategy,make full coverage of public health risks and conduct classified health quarantine measures at Po Es.
