多规融合导向下地级市主体功能区划分研究——以丽水市为例

摘　　要：为应对地级市主体功能区划分中的单元划分、限制开发区两难、多规冲突等问题,通过"多规融合"构建了主体功能区三级分区框架,一级分区对接国家、省级主体功能区战略布局,二级以乡镇、街道为单元划分市级主体功能区划,三级分区将国土的自然状态划分为四类空间单元,应用于丽水市主体功能区划分中,使主体功能区的框架性、基础性、约束性和政策性落实到基层行政单元和国土空间层面上。To deal with the difficulties in main functional area division of prefecturelevel city, for instance, unit division, dilemma of limit-development zone and multiplanning conflict, this paper constructs a three-level division frame of the main functional area planning by fusion of multi-planning. The first level partition joint the national and provincial main functional area strategic layout, the second level partition divide the main functional area into towns as the unit, and the natural status of land would be divided into four types of space units by the third level partition. Then it utilized the three-level division frame in the main functional area division of Lishui City in order to combine the framework, basic, binding and policy of the main functional area with the basic administrative units and land space.
