摘　　要："多规合一"是我国新时期探索规划转型和规划体制改革的重要尝试与目标。实现"多规合一"的重要前提是城乡空间管理事权的调整、优化以及体系的建立,而核心是制定围绕事权管理体系的"多规合一"部门协作流程。研究以大理市域城乡统筹规划实践为基础,分析了县(市)域城乡空间管理事权存在的问题,尝试构建层级清晰、权责明确的县(市)域城乡空间事权管理体系,并制定了围绕空间管理事权体系的"多规合一"协作流程,对"多规合一"的本质和实现途径进行了探索。Multiple plans integration is an attempt of urban planning transition and reform. The pre-condition of multiple plans integration is the adjustment, improvement, and establishment of urban rural spatial governance rights. Coordination of different administrative departments is the key point of the integration. The paper takes Dali urban rural integration planning as an example, analyzes the problems of county level urban rural spatial rights, establishes a system with clear layers and rights, and regulates the process of planning integration.
