摘　　要：沈阳市棚户区改造工作起步较早,历经了以"城市更新""旧城改造""共享公平"为导向的三个阶段,在技术手段与融资模式上均作出了创新性的探索。在新一轮棚户区改造工作中,沈阳市深入贯彻和落实国家及省政府的相关政策、要求,以现状人口、空间和产业数据研究为基础,利用规划手段进行科学分析,通过建立市区棚户区改造"一张图"来进行平衡布局;结合产城融合提升城市内生动力,充分吸纳棚户区改造重点地区的劳动力就业,完善公共服务设施、基础设施两大配套体系,通过多渠道的实践,探索出在规划布局、体制机制和投资融资多方面的创新模式。Shanty town renovation in Shenyang started late and experienced urban renewal, old district renovation and equal sharing periods, and tried innovation in technique and f inancing. In the new round of shanty town renovation, Shenyang implemented national and provincial policies, conducted status quo study on population, space, and industries, makes balanced layout with ＂one drawing＂. The renovation improves city vitality through industry-city integration, creates job opportunities for renovated shanty town people, integrates public service and infrastructural systems, and explores a new model in planning layout, mechanism, and f inancing.
